On this National Day of Prayer, President Trump signed an executive order to restore freedom of speech to pastors, churches, and religious organizations. Thousands of new local full time jobs continue to be added by hundreds of businesses that obtained zero-fee business building permits during the 2013-2016 period of Clark County's pro-jobs fee waiver policy. Until that business-friendly policy change, Clark County's economy was forecasted to continue lagging the rest of the state for the foreseeable future. The Columbia River Economic Council confirmed the outlook as our new norm and warned us to expect to keep lagging the rest of the state with dismal job growth compared to other counties. For that reason, Clark County's business-killing policies were reversed and the pro-jobs fee waiver resolution was approved in June 2013. Within two months, Clark County transformed from last to first place in jobs growth - easily outcompeting Washington, Oregon, and the Portland Metro area. The hundreds of businesses that chose to obtain no-fee building permits during that era are being completed and adding thousands of new local full time jobs and economic prosperity. The latest report (May 2017) by regional economist Scott Bailey shows the dramatic turnaround beginning in August 2013. The business-friendly pro-jobs fee waiver policy, by a 3:2 vote by the Clark County Council (Marc Boldt, Jeanne Stewart, Julie Olson vs. Tom Mielke and David Madore), was discontinued at the end of 2016. As the report shows, Clark County's job growth momentum is still healthy but is predictably slowing like a flywheel without a reliable power source. The massive, $510 million complex is located right off of Interstate 5 in La Center opended with massive traffic jams this morning. The Cowlitz tribe and other native developers own and operate the nearly 370,000 square foot building that includes 2,500 slots and 75 gaming tables, as well several restaurants and bars. Developers plan to eventually add more large event spaces. Currently, they can accommodate concerts in a space that hold us to 2,500 people. Casino operators say they hope to attract some 4.5 million people a year. All of those guests will mean more traffic in the area, and that impact on the roads was already being seen Monday. Southbound and northbound traffic on I-5 through La Center was backed up for miles, so drivers should be prepared for congestion. Washington State Representative Liz Pike posted the following on Facebook: "The opening of this new casino, Ilani, on the Cowlitz tribal nation in northwest Clark County adds to the case the need for new bridges and additional corridors between Clark County and Portland. Traffic reports indicated 7-10 miles of backup today, on opening day. The Cowlitz nation, as part of their project paid $32 million for the new exit 16 interchange on I-5." |

The largest single lethal assault targeting Afghan forces occurred Friday evening as gunmen wearing army uniforms entered the compound in two military vehicles and began shooting. The Taliban has taken responsibility for the attack in the northern part of the country and stated that more attacks will follow against police and military. The base was infiltrated by two suicide bombers and eight gunmen. The soldiers were praying in a mosque on the base when the attack began as two suicide bombers detonated their suicide vests inside the mosque. An Afghan soldier that was wounded in the attack stated that he believes the Taliban could not have passed the multiple checkpoints inside the base without assistance from at least someone at the base. Afghan's president visited the base and declared Sunday, a day of national mourning with the flag flown at half-staff. |

This video highlights clip shows the CRC proponents once again trying to resurrect the failed CRC light rail tolling project while rejecting any consideration of a voter supported third bridge. Senators Lynda Wilson and Ann Rivers along with representatives Brandon Vick and Paul Harris joined every other Democrat to oppose representative Liz Pike and Clark County citizens who voted against the CRC tolls and light rail agenda (223 out of 228 precincts). The CRC resurrection project, rebranded as an "I-5 Bridge Replacement project", passed the Washington legislature to add tolls and light rail marketed as "mass transit". The multi-billion tolling project, as local officials testified, would not add any capacity to an already over-capacity corridor that stalls at the Rose Quarter bottleneck, miles south of the I-5 Bridge in Portland. The bill would spend another $350,000 after the CRC project wasted $197 million before both states pulled the plug. Senator Rivers, who campaigned against a gas tax increase and against vehicle tab fee increase in order to get elected, voted last year for the largest such increases in state history and for spending another $100 million to demolish and rebuild the I-5 Mill Plain interchange to be compatible with light rail. Federal gas tax funds paid 90% of the cost for our more recent I-205 Glenn Jackson Bridge. Yet this project is based on Washington, Oregon, and local citizens paying the entire cost for the interstate project instead. On Wednesday, Oregon officials made it clear that they would have no part in discussing bridge projects with Washington. |

After two years of excellent performance by the Reflector Newspaper, the Clark County Council voted to pay $1.70 per line rather than $1.07 per line to publish legal notices in a newspaper with 5,672 fewer subscribers than the lowest bidder. It was falsely claimed that the Reflector did not qualify due to their circulation boundaries being insufficient. The boundary assertion is exactly backwards. The Reflector's circulation is primarily in the unincorporated areas of the county where the Clark County Council policies apply. The Columbian's circulation is primarily inside the Vancouver City limits where the Vancouver City Council governs instead. It was also falsely claimed that the law required the county to also pay the Columbian in addition to the Reflector for most legal notices. No such requirement exists. Nearly all levels of government across the United State prohibit self-serving politicians from awarding taxpayer funded contracts to the highest bidder in exchange for political favors. Despite the Reflector meeting all legal qualifications, Marc Boldt, Jeanne Stewart, and Julie Olson received favorable press in the Columbian after taking the contract away from the lowest bidder, the Reflector last year. The pattern was repeated this year. |
